Outcome: The Energy Efficiency and Renewable Energy Management Centre (EE&REM), Department of Power – Government of National Capital of Delhi (GNCTD) organised a consultation workshop with various stakeholders on “Rooftop Solar Demand Aggregation Program for Domestic Consumers.” In line with the GNCTD’s goal of increasing the adoption of rooftop solar by the residential or domestic sector, the consultation workshop was held to understand the opportunities and challenges in aggregating the consumer demand. The workshop was graced by Shri Satyendra Jain, Hon’ble Power Minister, GNCTD of Delhi addressed the workshop along with Ms. Varsha Joshi (IAS) Secretary, Department of Power, GNCTD of Delhi who spoke about how the residential sector is a key component in an urban setup like Delhi the RESCO model enables the adoption of rooftop solar by minimizing capital expenditure for homeowners and RWAs. The workshop also addressed matters such as government’s support on developing payment security mechanism in facilitating easy loans from financers and potential barriers limiting market transformation, Generation Based Incentives, among others. Key stakeholders such as lenders (NBFCs, Banks, Financial Institutions), vendors (EPC, RESCOs, Investors), regulators and policymakers, attended the consultation. A roundtable discussion was also held that focused on the aspect of demand aggregation. During this session, lenders and RESCOs discussed challenges of rooftop solar financing and implementation, as well as potential solutions.
